Penny is Head of Anglia Law School, Principal Lecturer in Law and one of the Faculty Learning and Teaching Advisors. She joined the staff at Anglia Law School in 2007, having previously worked at Middlesex University.

She teaches on the undergraduate and postgraduate (LLM) programmes, in the areas of Public International Law, European Law, Land Law and Competition. She is a Fellow of the Higher Education Academy.

Before studying law, she worked as an archaeologist and has the following postgraduate qualifications: LLM in International, European and Comparative Law (Keele) and MA in Archaeology and Heritage (Leicester). Her PhD thesis (Keele) on Cultural Property Law drew on both these subject areas and issues concerning the archaeological heritage have continued to be the main focus of her research.
